TPO and modified bitumen flat roofs installed in Jacksonville
Updated September 2026
A flat roof that drains is a flat roof that lasts. We install TPO and modified bitumen over insulation shaped to move water to the drains, with flashing at every curb, wall and edge done to the same standard as the field.

Flat roof installation in Jacksonville, FL means a low-slope membrane system, usually single-ply TPO or modified bitumen, installed over insulation tapered where needed to push water to drains and scuppers, then flashed at walls, curbs, edges and penetrations. It is permitted through JaxEPICS and built to the Florida Building Code 8th Edition.
Low slope, done right
Drainage decides how long a flat roof lasts
Almost every flat roof failure traces back to water that stayed too long: ponding at a low spot, a drain set too high, a scupper that backs up in a downpour. The membrane choice matters, but the slope under it matters more. On a replacement, we map where water sits today and correct it with tapered insulation or crickets before the new membrane goes down.
Then the details. Seams, curb flashings, parapet caps and edge metal are where membranes leak, so they get the most attention and are photographed before anything covers them.

Cost factors
What decides the cost of a flat roof
Size and deck
Square footage and deck condition set the base.
Membrane system
TPO and modified bitumen differ in material and labor.
Tapered insulation and drains
Correcting drainage adds material but ends ponding.
Details and edges
Curbs, parapets, skylights and edge metal each need flashing work.
The drain figure in the tapered insulation section is a published range, not our quote. Flat roofs are priced after a survey of the existing roof.
Flat Roof Installation
TPO membrane roofs
TPO is a single-ply white membrane, heat-welded at the seams into one continuous sheet. Done right, the welds are stronger than the sheet itself, and the white surface reflects sun, which keeps rooftop temperatures down in a Jacksonville summer. It is fastened mechanically or fully adhered over insulation, and flashed with the same material welded to curbs and walls.
We probe every weld after it cools, because a cold weld looks the same as a good one until it opens. We install Carlisle and comparable TPO systems.

Flat Roof Installation
Modified bitumen roofs

Modified bitumen is an asphalt-based membrane reinforced with polyester or fiberglass, installed in two or more plies by torch, cold adhesive or self-adhering sheets. It is tougher underfoot than single-ply, which suits roofs that see regular foot traffic for equipment service, and it patches easily with matching material years later.
The cap sheet is usually granule-surfaced, and a reflective coating lowers heat gain where a white roof matters. Self-adhered systems avoid open flame on occupied buildings. Polyglass is one of the lines we install.
Flat Roof Installation
Tapered insulation for drainage
Tapered insulation boards are cut at a slight pitch so the finished roof surface slopes toward drains even when the deck below is dead flat. Crickets, small tapered wedges, divert water around curbs and toward scuppers. Designed as a system, they eliminate the low spots where ponding starts and add insulation value at the same time.
Where a roof has too few drains, adding one is often cheaper over the roof's life than fighting ponding. We lay out the taper from a survey of where water sits after rain, not from a generic plan.
Typical market range for flat roof drain or scupper retrofit: $300 to $450 per drain (source). A planning figure, not a quote.

Your options
TPO or modified bitumen
| TPO | Modified bitumen | |
|---|---|---|
| Build | Single ply, heat-welded seams | Two or more plies, torched, cold-applied or self-adhered |
| Surface | White and reflective | Granule cap sheet; can be coated white |
| Foot traffic | Moderate | Handles more |
| Repairs | Heat-welded patch of the same membrane | Patched with matching material |
| Suits | Roofs where a cool surface matters | Roofs with regular equipment service traffic |
Either membrane over good drainage beats either one over ponding water. For extending a sound existing flat roof, see [[roof-coating|roof coatings]].
Step by step
How a flat roof installation runs
- 1
Survey the roof
Ponding spots, drains, curbs and edges photographed; cores where needed.
- 2
Design the drainage
Taper and crickets laid out toward drains and scuppers.
- 3
Permit
Filed through JaxEPICS with the product approvals.
- 4
Tear-off and deck repair
Old roof removed by section, deck repaired.
- 5
Insulation and membrane
Tapered insulation, then TPO or modified bitumen, dried in the same day.
- 6
Details and final
Curbs, walls and edges flashed, welds probed, city final inspection.

Roofing in Jacksonville
Building flat roofs for Jacksonville rain and coastal wind
A flat roof in Jacksonville has two jobs: move about 51 inches of rain a year off a surface with almost no slope, and hold on in coastal storms. At Atlantic Beach and Jacksonville Beach, wind uplift is a common cause of membrane damage and lifted edges, so perimeter fastening and edge metal get the closest attention on buildings there. Inland, the bigger risk is drainage, which is why we design the taper before we choose the membrane.

Questions we hear
Flat roof installation questions
Both work well over good drainage. TPO suits roofs where a reflective surface matters; modified bitumen suits roofs with regular foot traffic.
Yes, and that is the best time: tapered insulation, crickets and added drains are designed in before the new membrane goes on.
Both, including low-slope porches, carports and additions on homes. See flat roof repair for problems on existing ones.
We use self-adhered or cold-applied modified bitumen where open flame is a concern, and TPO is welded with hot air rather than flame.
Yes. A reroof is permitted through JaxEPICS and inspected by the city.
